With reference to my despatch No.158 of the 7th May, 1920, on the subject of the proposed appointment of Mr. S. Hemer as Surveyor of Buildings in the Public Works Department of this Colony, I have the honour to recommend, if Your Lordship approves of this appointment, that Mr. Hamer be permitted to count his previous service under this Govern ment as service for the purpose of pension.
In this connection I would point out that the re-appointment of Mr. Hamer is desirable in the interests of the public service as he will be much more efficient than a newly appointed officer and I trust, therefore, that this recommendation, for which there are precedente, may be con- firmed, especially as the period of absence has been so short, by permitting him to withdraw his resignation of August last and treating the period of absence as leave without pay.
